to address Your Lordship on the subject of the passive defence measures against air attack now being taken in this Colony.

2. I would, however, first invite Your Lordship's attention to certain previous correspondence on this

subject, namely:-

2/-/39 (a) Sir Geoffry Northcote's secret despatch of

14th February, 1939,

6/-/39 (b) lir. Malcolm MacDonald's secret despatch of

1st June, 1939,

10/-/39 (c) sir Geoffry Northcote's secret despatch of

3rd July, 1939,

(d) Mr. Malcolm MacDonald's secret despatch of

11/-/39 9th August, 1939,

22/53633/40(e) Mr. N.1.Smith's secret (2) despatch of 7th

and especially to Enclosure No.2 to Sir Geoffry Northcote's

secret despatch of 3rd July, 1939. This enclosure was a

copy of a statement on the subject of air raid precautions

made in the Legislative Council by the Colonial Secretary

on 29th June, 1939, and I now enclose a further copy of

the same statement for convenience of reference. Paragraph

2 of the statement sets out the measures which were being

taken or were proposed and paragraph 3 goes on to say that

"after careful consideration the conclusion has been reached

that apart from the enormous expense entailed it is not
